Senior Energy and Sustainability Program Specialist | ICF

Location: Hybrid – Reston, VA / Washington, DC
Salary Range: $81,147 – $137,949 (Full-time, location-adjusted)

ICF operates at the intersection of policy, consulting, and real-world implementation. This is not theory-heavy sustainability work. It is where federal ambition meets execution pressure, and where programs either deliver measurable impact or quietly stall.

Deputy Project Leadership

This role places you directly in the engine room of delivery. You support leadership but carry real responsibility for execution, ensuring multiple federal programs stay on track, on budget, and aligned with client expectations.

It demands operational discipline. You are coordinating moving parts across teams, timelines, and stakeholders while maintaining accountability for outcomes.

Stakeholder & Market Engagement

The role is deeply external-facing. You will work with federal agencies, building owners, utilities, and industry groups to drive participation in energy and sustainability programs.

Success here is not just communication. It is influence. You must translate program goals into actions stakeholders are willing and able to adopt.

Program Execution & Coordination

This is fast-paced, multi-project work where priorities shift quickly. You will convert client direction into structured workplans, manage teams and subcontractors, and ensure deliverables meet high standards under tight timelines.

It rewards those who can bring order to complexity without slowing momentum.

Communications & Market Activation

You will contribute to how programs engage the market through case studies, webinars, recognition initiatives, and outreach materials.

In effect, you help turn technical programs into compelling narratives that drive adoption and participation at scale.

Strategy & Policy Awareness

You are expected to stay ahead of evolving energy policies and market trends. This awareness feeds directly into program improvements and strategic recommendations.

It is a role that blends execution with insight, requiring both awareness and application.

Candidate Profile

This position suits professionals with a strong foundation in energy or sustainability programs who can also manage stakeholders and delivery processes effectively.

You need to be organized, adaptable, and comfortable operating in environments with high expectations and constant movement.

Additional Key Details

  • Experience Required: 5+ years in energy, sustainability, or multi-stakeholder program environments
  • Education: Bachelor’s required; Master’s preferred
  • Tools & Exposure: ENERGY STAR, DOE Better Buildings, benchmarking platforms, CRM systems
  • Work Environment: Fast-paced, client-driven, multi-project delivery across national programs

Final Take

This is not a background support role.

It is where execution meets accountability, and where sustainability programs are tested in real-world conditions.

If you thrive here, you are not just contributing to energy transition efforts.
You are helping translate national policy into measurable market change.
